Permanent Residency in Panama by Buying Property 2026

PanamaProp13 min

A frequent question is: "If I buy an apartment in Panama, do I get residency?"

The answer is nuanced. Buying property in Panama does not automatically grant residency, but investing in property opens legal paths to temporary residency and, eventually, permanent residency.

Main Paths to Residency

Pensionado Program

Requirement: Guaranteed monthly income of $1,350+
Property investment: Not required
Duration: Permanent from day one
Time: 2-4 weeks

The fastest path. If you have $1,350 in guaranteed monthly income (pension, retirement, foreign rents), you qualify immediately. You only need to open a Panamanian bank account and transfer $1,350/month for 6 months as proof.

Investor Visa - Resolution 1.046

Requirement: Invest a minimum of $120,000 in real estate
Initial duration: Temporary residency renewable for 5 years
Time: 30-60 days
Conversion to permanent: After 5 years

Invest a minimum of $120,000 in an apartment (in your name or via a corporation), complete the closing, obtain registered title, and submit the application to Immigration with documentation. Approval grants renewable temporary residency.

Tax Benefits of Panama Residency

Panama only taxes income GENERATED in Panama:

  • International income: No tax
  • Foreign retirement: No tax in Panama
  • Rents abroad: Not taxed in Panama
  • Global capital gains: Not subject to Panamanian tax

What IS taxed: employment income in Panama, rental income from local properties, businesses operated in Panama, interest from Panamanian bank accounts.

This tax advantage is enormous for digital nomads, retirees, and entrepreneurs with international income.

Total Investment Costs

If you invest $120,000 to obtain residency:

  • Property price: $120,000
  • Transfer tax: 2% = $2,400
  • Notary fees: 0.5%-1% = $600-1,200
  • Attorney fees: 1%-2% = $1,200-2,400
  • Public Registry: $200-500
  • Immigration fees: $500-800
  • Inspection/appraisal: $400-600

Estimated total: $5,850-$8,900 (4.8-7.4% of purchase price)

FAQ

Frequently asked questions

Can I get permanent residency in Panama just by buying property?

Not directly. Buying property does NOT automatically grant residency. However, investing in property qualifies you for the Investor Visa (Resolution 1.046), which requires a minimum $120,000 real estate investment and provides renewable temporary residency. After 5 years of temporary residency and meeting certain requirements, you can apply for permanent residency. The most direct path to permanent residency is the Pensionado program (requires $1,350+ in monthly income, no real estate requirement).

What is the minimum property investment required for the Investor Visa?

The Investor Visa under Resolution 1.046 requires a minimum $120,000 investment in an apartment in Panama. This investment must be maintained during the temporary residency period (5 years). Buying 2 apartments at $60,000 each also meets the requirement. The apartment can be held in your name or in a Panamanian corporation you own.

What tax benefits do I get with Panama residency?

Panama has a territorial tax system: you only pay taxes on income generated in Panama. Foreign income (remote salary, international investments, rents from properties abroad) is NOT taxed in Panama. In addition, there is no inheritance tax, no VAT on resale properties, and no exchange controls. These tax benefits apply equally to residents and naturalized citizens.

What is the Qualified Investor Visa and how does it differ?

The Qualified Investor Visa, regulated by Executive Decree 722 of 2020, grants direct permanent residency (not temporary) with a minimum investment of $300,000 in real estate, $500,000 in securities, or $750,000 in a fixed-term deposit. Processing is faster (can be resolved in 30-60 days) and does not require accumulating 5 years of temporary residency, unlike the $120,000 Investor Visa.

Does a foreign resident pay a different property tax than a Panamanian?

No. The annual property tax under Law 66 of 2017 is the same for Panamanians, foreign residents, and non-residents. What varies is the ability to apply for Family Tax Patrimony (PFT) with reduced rates (0% up to $120,000, 0.5-0.7% on the excess), which applies only if the property is declared as primary residence with the DGI, regardless of the owner's nationality.
